A license is required for anyone intending to operate freight and/or passenger transport services by motor vehicle. A license for freight transport services by motor vehicle grants the holder the right to operate freight transport services by motor vehicle or motor vehicle with trailer with a permitted total weight of more than 3,500kg. A license for non-regular passenger transport by motor vehicle (coach operator's license) grants the holder the right to operate non-regular passenger transport services by motor vehicles registered for more than eight people, including the driver's seat.

Through the National Transportation Permits Unit, the Norwegian the Norwegian Public Roads Administration (Region West), is responsible for issuing community licenses for freight and coach transport.
A community license is approval from the licensing authority that you meet the requirements to conduct transport activities by bus or truck within the EEA.
Conditions for both types of community license:
Unless special grounds suggest otherwise, a license can be granted to an applicant that:
a. operates a fixed and permanent business in Norway,
b. is of good character,
c. has satisfactory finances,
d. has adequate professional qualifications.
The license document must be together with the motor vehicle when it is engaged in transport that requires a license. The license document cannot be loaned or rented out to others and must always be located in the motor vehicle used for conducting the transport.
To process an application for a license for freight and coach transport, the applicant must pay a fee of NOK 3,820 to the licensing authority that issues the document. For certified copies, the applicant must pay a processing fee of NOK 1,630.
Pursuant to Section 29 of the Public Administration Act, you can appeal decisions concerning the allocation of licenses, or decisions to reject a license application. The appeal deadline is 3 weeks from when the decision was received. A decision is not final until the appeal deadline has expired and any appeals process has been completed.
